DUSHANBE, November 28, Asia-Plus – Western investors will work in Tajikistan only if they are sure that conditions of running business, rights of property and ownership, as well as disputable issues of all kinds may be considered by courts, which are independent and act in accordance with laws, German Ambassador to Tajikistan Rainer Muller remarked at an international two-day conference on the ownership rights issues that opened in Dushanbe on November 27.  

According to the German Embassy in Dushanbe, German diplomat said that justice reform in Tajikistan remains the foundation of economic reforms in the country and is the key precondition for attracting foreign investments to Tajikistan.  Muller noted that Tajikistan had taken a number of steps towards development of economic reforms.  However, the country has to do a lot in the sphere of justice, according to the German diplomat.  

Muller expressed hope that Tajikistan’s parliament will adopt a draft new edition of the country’s Civil-Procedural Code, projected by German Agency for Technical Cooperation (GTZ) jointly with Tajik specialists in law as part of the project for consultations on legal issues.  

High-ranking justice officials from Tajikistan, Kazakhstan, Kyrgyzstan and Germany are participating at the GTZ-staged conference that is ending today.  

GTZ has been working in Tajikistan on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) since 1995.  Cooperation has centered on rebuilding the economy and promoting the drawn-out, frequently interrupted transition process from a centrally planned economy to a competitive social market system.
