reports that Andrei Rappoport, Executive Director of Russia’s state-run electrical company Unified Energy Systems (RAO YeES) arrived in Dushanbe and conducted negotiations with Tajik energy authorities on the possibility of the RAO YeES participation in completing the construction of the Roghun hydro electric power station (HPS) straight after the Tajik government said in a statement on August 29 that the agreement on long-term cooperation between the government of Tajikistan and Russian Aluminum has been annulled.
The Tajik Ministry of Energy and Industries (MoEI) neither confirmed nor denied this report.
However, it has not been decided yet whether RAO YeES will receive plenary powers from the Russian government for construction of the Roghun station or not. Three are three alternates: energy holding itself: closed joint-stock company Inter RAO YeES, or federal network company, according to

Authors believe Tajikistan will not break an agreement with Russia on this subject. “Moreover, Russia will give in its share in the Roghun station to nobody, according to the Russian newspaper.
We will recall that during his visit to Tajikistan in April this year, Andrei Rappoport told journalists in Dushanbe that Tajikistan plans to hold an international tender to finish construction of the Roghun plant. Rappoport spoke after a meeting with President Emomali Rahmon who told him tender was being prepared. Rappoport also said that Tajikistan does not want to continue working with Rusal (Russian Aluminum), with which it concluded an agreement in 2004 to construct the Roghun station. The RAO YeES official said that YeES would be willing to place a bid in the tender.
