DUSHANBE, May 23, Asia-Plus — The 39th session of the council of heads of communications administrations of the Regional Communications Commonwealth (RCC) and the 13th session of the CIS coordination council for informatization that were supposed to be held in Dushanbe on May 22-23 have been postponed until June, according to the Ministry of Transport and Communications (MoTC).
The source at a MoTC said that the meetings are postponed in connection with resignation of
Russia
’s government.
The Russian government resigned after Dmitry Medvedev was sown as the country’s new president.
It is standard procedure for Russian cabinets to step down when a new president takes office.
The Russian
Ministry of IT and Communications, did not become a member of the new Cabinet of Ministers and its duties folded into the Ministry
of Telecommunications and Mass Communications, the source said.
The coordination council’s meeting participants are expected to include representatives from Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, the Russian Federation, Tajikistan, Ukraine and Uzbekistan, and representatives of Bulgaria, Estonia, Finland, Latvia, and Slovenia will attend the meeting as observers.
The coordination council is supposed to consider issues related to implementation of the strategy of cooperation in the field of communications as well as a plan of actions for implementation of the strategy for the period till
2010 in
Belarus
,
Russia
and
Tajikistan

(RCC) was set up on December 17,
1991 in
Moscow
by the Heads of Communications Administrations (CA) of CIS states.
The organization is dedicated to promote cooperation among CIS states in the field of telecommunications and postal communication based on their free will, principles of mutual respect and sovereignty.
In October
1992, a
meeting of the CIS heads of government in
Bishkek
,
Kyrgyzstan
resulted in signing of an agreement on coordination of interstate relations in the field of postal and tele-communications, which vested the RCC with the authority of an interstate coordinating body in the field of tele- and postal communications. The RCC principle tasks are to extend mutually beneficial cooperation between the RCC CAs on development of communications networks and facilities; coordination in the field of scientific and technical policy, radio-spectrum management, tariff policies for communication services and settlements, staff training; interaction with the international organizations in the field of communications and informatization, information interchange, etc.
The Supreme organ of the RCC, the Board of the Heads of the Communications Administrations, carries out its activities pursuant to the Regulations. The decisions of the Board are taken by common consent (consensus) of its members.
