DUSHANNBE, November 13, 2009, Asia-Plus  — International donor organizations are sending grant funds provided for projects in Tajikistan inefficiently, Abduvali Komilov, the head of the Agency for Construction and Architecture, said in an interview with Asia-Plus.

According to him, while implementing some projects, they are spending some 50 percent of the grant funds for indirect expenses such as expenses on travels of employees, the study of materials and so forth and the remainder is spent for implementation of the projects themselves.  “I think such inefficient expenses are inadmissible,” Komilov said.

Starting from 2010, all projects in Tajikistan financed by international donor organizations will be inspected by the Agency for Construction and Architecture for compliance with efficiency requirements, Tajik official noted.

“So far, no project of international organization has undergone examination of quality and efficiency at the Agency,” said Komilov, “Practically all international organizations have done what they want in the country and have spent their funds inefficiently.”

He added that control of quality was one of priorities of the Agency.  “We have a special service for quality supervision, and starting from the next year, this service will examine efficiency of projects,” Komilov said.
