DUSHANBE, December 3, 2009, Asia-Plus  — Over the last several months, the World Bank has assisted the Government of Tajikistan in developing the Terms of Reference (TOR) for both the techno-economic and environmental and social studies for construction of the Roghun hydroelectric power plant (HPP), Ms. Daryl Fields, Senior Water Resources Specialist Energy Unit, Europe and Central Asia, The World Bank, said in an interview with Asia-Plus.

According to her, the TOR involved consultations with all riparian countries, which were conducted in 2008-2009.  “The TOR is now being finalized with the Government of Tajikistan and will be shared with stakeholders,” she said.

A short-list of independent international companies who could potentially carry out the assessment studies has been determined on a competitive basis under the World Bank procurement guidelines.

These companies will be further evaluated based on their proposals, following the World Bank procurement guidelines.  A date for posting the Request for Proposals has not been finalized yet, as it is subject to finalization of the TOR.

Consistent with the World Bank policies, both studies will have an independent panel of experts.  These have not yet been established.
