DUSHANBE, April 27, 2010, Asia-Plus — The Tax Committee is currently preparing report to the Government on advantages and shortcomings of the law on moratorium on inspection of activities of small and medium-sized enterprises (SMEs) in the country that was adopted in March 2009, the Tax Committee head Nusratullo Davlatov told reporters in Dushanbe yesterday.
According to him, the moratorium that ends on July 1 this year was dedicated to promote development of SMEs and improvement of the business environment in the country.
“In my own opinion, this law has both advantages and shortcomings,” Davlatov said, noting that the law has impeded normal work of tax officers. “We have conducted a special monitoring in 17 cities and districts across the country and its findings have shown that some 21 percent of entrepreneurs have not submitted reports on their incomes to the tax bodies at all since the law took effect,” Tajik chief tax officer stressed.
He considers that many local entrepreneurs have failed to use chance given to them by the mentioned law. “I think that there ought not to extend the moratorium on inspection of SMEs because it has done more harm than good,” said Davlatov, “However, extending or not extending the moratorium is the preserve of the head of state and if he is for extension of it, we are also for extension of the moratorium.”
