DUSHANBE, September 18, 2010, Asia-Plus — The establishment of the Higher Attestation Commission (HAC, agency to oversee awarding of advanced academic degrees) in Tajikistan will lead to the sharp increase in the number of pseudo-academics in the country, Doctor of Sciences in Economics, Professor Kholnazar Muhabbatov said.
According to him, using ties of relationship, many will be able to receive academic degrees undeservedly. “They still cannot to do so, because at present all documents on the defense of theses are sent to the Higher Attestation Commission of the Russian Federation,” said Muhabbatov, “Moreover, scientific degree diplomas issued by Russia’s HAC are recognized in other countries.”
In the meantime, Professor Muhabbatov supported mergence of a number of research institutes. “This should have been done long ago,” said he, “Many research institutes of the Academy of Sciences do not have skilled specialists. Thus, we do not have specialists in demography, while the Institute of Demography functions.”
We will recall that by government’s decree of September 16 a number of research institutes of the Academy of Science of Tajikistan were merged. The decree also provides for establishment of the Higher Attestation Commission in Tajikistan.
