DUSHANBE, October 4, 2011, Asia-Plus  — President’s decree on the targeted use of land plots will prevent land speculations in the country, Mahmadsharif Haqdodov, member of the Majlisi Namoyandagon (Tajikistan’ lower chamber of parliament) Committee on Agriculture and Employment, told Asia-Plus Tuesday afternoon.

According to him, buying and selling of land is violation of Tajikistan’s legislation, because land is fundamentally is public property and only facilities built on it may be private property.

“Land may be a life estate, the holder may have the use of the land for life, but typically no ability to sell it,” MP said, noting that ban on land bargains will promote rational use of land resources.  

We will recall that President Emomali Rahmon on October 3 signed a decree on the targeted use of plots of land.  The decree prohibits bargains on land plots allotted to the vulnerable citizens for housing.  It, in particular, prohibits the sale or donation of these land plots.  It is prohibited to sell land plots on which there are no residential buildings or there are half-finished residential buildings.  State registration of such bargains is prohibited as well.  Under this decree, citizens must use these land plots only for construction of residential and secondary buildings.
