DUSHANBE, January 29, 2013, Asia-Plus — Ambassador Ivar Vikki, Head of the OSCE Office in Tajikistan, met with Tajik Foreign Minister Hamrokhon Zarifi on January 28 at the end of his tenure to Tajikistan, the Tajik MFA information department reports.
In the course of the talks, the sides reported discussed issues related to cooperation between Tajikistan and the Organization for Security and Cooperation in Europe (OSCE).
Tajik minister expressed gratitude to Ambassador Vikki for his contribution to development and expansion of cooperation between Tajikistan and the OSCE.
Ambassador Ivar Vikki of Norway became Head of the OSCE Office in Tajikistan on 15 September 2009.
In 1975, he completed his studies at the University of Oslo with a thesis on modern American literature, with additional exams in political science, history, and Russian. From 1976 to 1977, Ambassador Vikki attended the International Training Program of the Norwegian Ministry of Foreign Affairs; from 1989 to 1990, the NATO Defense College in Rome, Italy; and in 1991 he completed a one-year Norwegian Defense Senior Leadership Program.
From 1975 to 1981, Ambassador Vikki was senior analyst on politico-military affairs in the Norwegian Defense Staff; from 1982 to 1988, he was head of its political section; from 1989, Ambassador Vikki worked as researcher on international affairs. He has been an OSCE election observer in Russia, Bosnia, Armenia, Georgia and Kazakhstan; from 1997 to 1998, he was Head of Office for the NRC/UNHCR in North Ossetia, Russian Federation. From 1999 to 2003, Ambassador Vikki was Deputy Head to the OSCE Mission in Georgia; from 2003 to 2004, he was Head of the United Nations Human Rights Office in Abkhazia, Georgia (HROAG). From 2004 to 2008, Ambassador Vikki was Head of the OSCE Center in Almaty (from 2007 in Astana). From 2008 until May 2009, he was project manager for the Norwegian National Oil Company, Statoil, in Turkmenistan.
