DUSHANBE, August 12, 2013, Asia-Plus – On Saturday August 10, Islamic Revival Party’s headquarters in Dushanbe hosted the third meeting of the Unified Reformatory Forces of Tajikistan (URFT).
URFT’s draft election concept was a major topic of the meeting and its authors say the concept has been developed for transition from the authoritarian regime to the democratic form of government.
Opposition promises to provide transition from the authoritarian regime to the democratic form of government in four years if it wins the November presidential election.
According to the meeting participants, the draft concept is designed for four years that will be considered as transition period.
They promised to carry out constitutional reforms in the coming four years.
The goals and objectives of the draft concept are reportedly in “providing the main principles of the Constitution.”
The concept, in particular, aims to ensure decent life and development of human rights and freedoms, development of small and medium-sized enterprises, enhancement of the investment climate in the country, and development of civil society in Tajikistan.
We will recall that this program was submitted for consideration to the second meeting of URFT two weeks ago. The meeting participants made a number of changes to the program and it was submitted for consideration the third meeting in a new edition.
The new edition reportedly focuses on socio-economic bloc, which, in particular, stipulates introduction of two units of the Roghun hydroelectric power plant (HPP) into operation in the coming two years, easing the tax burden, enhancement of social protection of the population, etc.
IRP leader Muhiddin Kabiri noted on August 10 that construction of the Roghun HPP “depends on our political will.” “What will we lose by constructing the Roghun HPP? Nothing. If to speak about external financing, international financial institutions have not been going to invest in this facility. Therefore, this issue fully depends on us, and we must show political will.”
Meanwhile, Shodavlat Shonusayriyev, the deputy head of the Social-Democratic Party of Tajikistan (SDPT), noted that it was necessary to decide on what is more important: to achieve energy independence or to build the Roghun HPP on principle.
The meeting participants decided to improve the concept by taking into account proposals offered during the meeting and submit the updated version of the concept for consideration to the meeting that will take place on August 17 and after that URFT will consider the issue of election of a single candidate to run in the November presidential election.
