DUSHANBE, September 28, Asia-Plus — According to the Central Commission for Elections and Referenda (CCER), the national budget has allocated more than 10 million somoni for the holding of the 2013 president election scheduled for November 6.

Presidential candidates will receive 25,000 somoni each from this amount and a total amount of election expenses of a candidate should not exceed 200,000 somoni.

Funds for publishing candidates’ election programs and their posters will be provided from the national budget, a source at a CCER said.

According to the presidential election law (PEL), the election campaign starts once candidate registration is completed and ends 24 hours before election day.  The CCER is required to provide equal campaign conditions for all candidates, including via the media.  Election commissions and local authorities are responsible to assist candidates in organizing campaign events.

The PEL provides for the possibility of public campaign financing, including the provision of campaign venues and free public transport for candidates.  The PEL prohibits foreign funding and support to presidential candidates
