DUSHANBE, December 7, 2015, Asia-Plus — The Record of Discussions was signed here on December 4 between Japan International Cooperation Agency (JICA), Ministry of Transport of Tajikistan and State Unitary Enterprise Tajikaeronavigatsiya (Tajik air navigation) for implementation of the Technical Cooperation Project on Capacity Development in Air Traffic Services in the Republic of Tajikistan, according to JICA Tajikistan.

The Resident Representative of JICA in Tajikistan Mr. Ishii Kiyoshi noted that JICA”s cooperation in the field of transport has been one of its core programs in Tajikistan through which the Government of Japan is extending wide assistance in road and aviation sectors. The given project will improve the capacity of Tajikaeronavigatsiya staff in line with the requirements of International Civil Aviation Organization (ICAO).  The components of the project include: 1) dispatching Japanese air navigation experts to Tajikistan; 2) training of dispatchers abroad; and 3) provision of training equipment and simulators.

Currently, JICA is also implementing grant aid “Project for Improvement of Dushanbe International Airport”.  This project reportedly supports construction of a new cargo terminal and installation of Instrument landing System (ILS) and Precision Alert Lighting System (PALS).  Japan has accumulated a lot of experiences on supporting aviation control in high density flights.  The execution of this technical assistance project will contribute to not only safe flight, but to improve the reliability of navigation, which will eventually contribute to development of logistics and tourism industry.

JICA began its cooperation with Tajikistan in 1993 by offering 21 seats for officials in Tajikistan to study in Japan. Total number of participants in training Tajik officials in Japan covers more than 1500 people from early 1993 until April 2015.  In 2006 JICA Office was opened in Dushanbe.  In Tajikistan, JICA focus mainly on the following areas: transportation, energy, health, agriculture, water and capacity building.
