DUSHANBE, May 13, 2016, Asia-Plus — In March 2015, with support from the European Union, the Institute for International Cooperation of the German Adult Education Association (DVV International) initiated a new 3-year Project called “Youth Empowerment toward Sustainability and Change” (YES to Change), within the framework of the EU “Peace Building Partnership Program,” according to the Delegation of the European Union to Tajikistan.

The project is funded by the European Union (80%) and the German Federal Ministry for Economic Cooperation and Development (20%).  The Project activity targets 7 districts of the Gorno-Badakhshan Autonomous Region (GBAO) and its capital town Khorog.

One of the project objectives is to strengthen institutional capacity of the GBAO regional Adult Training Center (ATC) to provide vocational training to youth in all the 7 districts.  To achieve this, the Project, in addition to all round strengthening internal human capacity of the Khorog ATC, via staff trainings on: a) Identification of the local labor market educational needs”; b) “Development of Human Resources”; c) “Strategic planning”; d) “4 new vocational courses” and e) Development of a pool of 16 master trainers on the 4 mobile vocational courses, aims

To strengthen technical capacity/ resources of the Khorog ATC, through donation of a vehicles for initiation of mobile vocational courses in all the 7 districts of the region and provision of work equipment on the 4 professions, trained within the mobile vocational training program.  In addition, the Project provides financial support to provide work materials to the mobile courses and to maintain the transportation means, during the Project period, as well.

Initiation of a mobile vocational training program improves access of the rural areas to vocational education.  The Program plans to train and certify 560 youth from the 7 districts on the 4 professions identified in the preliminary survey.  The trained youth will benefit from the 2 other project components: Access of the trained youth to the business start-up grants program (implemented by the local partner organization “Madina”) and “Civic Education Program” trainings & grant funds, implemented by the other local partner organization “Kalam”.

On May 12, a ceremony of handover of all the technical and material resources to Khorog ATC took place with participation of funding agencies and regional government representatives.  The donation includes 2 vehicles, work inventory on 4 professions, training and methodical publication/ outputs.
