DUSHANBE, June 3, 2016, Asia-Plus — An official opening ceremony of the Uniform Electronic System for Permits Processing to be introduced in the Ministry of Transport and the Ministry of Health and Social Protection on a pilot basis was held in the State Committee on Investment and State-owned Property Management (GosKomInvest) on June 2.

According to IFC Tajikistan, the official opening ceremony was attended by Abdumajid Muminzod, First Deputy Chairman of GosKomInvest, Patricia Vivers-Carter, the World Bank Country Manager in Tajikistan, Peter Fernandes Cardy, Head of Department for International Development of the United Kingdom in Tajikistan, Nathalie Barbancho, Deputy Head of the Swiss Cooperation Office in Tajikistan, Martin Naegele, acting Country Officer of IFC, the authorized state permit issuing authorities, private sector, non-government organizations and the representatives of mass media.

During the system’s presentation, Abdumajod Muminzod noted that by initiative of President Emomali Rahmon, major reforms have been undertaken in the country to improve the investment climate and to develop private sector and entrepreneurship, which demonstrate significant results.

Based on president’s decree dated March 7, 2009, No.633 “On the Reform of Permitting System in Tajikistan”, the reform of permitting system was undertaken in the country.  As a result of reform’s implementation, the number of permits was reportedly reduced from 650 to 86.  According to the international experts, the achieved results are unique, which is considered as good indicator of the reform’s success.

Aiming to ensure execution of instructions and orders of President Emomali Rahmon given during his message to the parliament dated April 20, 2012 in order to provision of up to 30 percent of permits in the electronic form, GosKomInvest with the support of the “Business Regulation and Investment Climate” Project, which is implemented by IFC (International Finance Corporation), a member of the World Bank Group and financed by the Governments of Switzerland and the United Kingdom, introduced the Uniform Electronic System for Permits Processing in the Ministry of Transport and the Ministry of Health and Social Protection on a pilot basis.

In order to cooperate and coordinate the work on written and electronic information sharing, the Agreement on written and electronic information sharing was signed between GosKomInvest and the Tax Committee of Tajikistan dated May 21, 2015, No.1.

It should be mentioned that the Uniform electronic system for permits processing is available on-line and is posted in the internet website of the authorized state agency responsible for regulation of permitting system www.ijozat.tj on the page of “Electronic system for permits processing”.
