Debts of reporting enterprises and organizations rose 3.2 billion somonis (equivalent to about 305 million U.S. dollars) over the third quarter of this year, reaching about 87 billion somonis (equivalent to 8.2 billion U.S. dollars), according to the Agency for Statistics under the Government of Tajikistan    

As of July 1, 2020, their debts amounted to little more than 83.8 billion somonis.

As of October 1, 2020, the share of unprofitable enterprises and organizations was about 28%.  Such enterprises were reported mainly in industrial, construction, transportation and communications sectors. 

Open Joint-Stock Company (OJSC) Barqi Tojik (Tajik national power utility company), OJSC Tajik Railways (Tajik state railway company), OJSC Tajik Air (Tajik national air carrier), OJSC Dushanbe International Airport, OJSC Tajik Aluminum Company (TALCO) are on the list of unprofitable enterprises of national significance.

Recall, the Tax Committee under the Government of Tajikistan note in late October that the failure to fulfill the tax collection target over the first nine months of this year has cost Tajikistan’s budget  more than 646 million somonis (equivalent to some 63 million U.S. dollars) in lost earnings.

Over the reporting period, tax revenues have amounted to some 7.5 billion somonis, which is 7.9 percent fewer than it was originally planned (more than 8.1 billion somonis).

According to the Tax Committee’s press center, tax revenues from large tax payers have amounted to only 53 percent of the targets.

Tax Committee attributes the failure to fulfill the tax collection target in January-September this year to the coronavirus pandemic that has resulted in reduction in the volume of services offered by airlines, airports, tourist companies, hotels.

Besides, some enterprises have reportedly found themselves in a difficult financial situation due to the coronavirus crisis. 

The tax arrears have reportedly increased in the country due to tax debts of large enterprises.

The Tax Committee notes that the most incorrigible dodger is the Open Joint-Stock Company (OJSC) Sangtudinskaya GES-1, which operates the Sangtuda-1 hydroelectric power plant (HPP).  Its tax debts amount to 115.6 million somonis as of October 1, 2020. 

Among the incorrigible tax dodgers are also: OJSC NBO Roghun – 43.2 million somonis; Tajik Aluminum Company (TALCO) – 22 million somonis; and Tajiktelecom (state-run telecommunications operator) – 18.83 million somonis;

A total tax debt of airports and airlines has amounted to 67.6 million somonis.

At the beginning of this year, the Government ordered relevant ministries and agencies to take additional measures to find new sources of tax revenue.
