Russia’s Security Council Secretary Nikolai Patrushev told reporters in Moscow on October 19 that responsibility for labor migrants for violation of the rules of stay in the Russian federation will be toughened.    

Interfax cited his as saying: “Major events are planned to maintain law and order in places of compact residence of migrants and to tighten migration control and responsibility of foreign citizens for violation of the rules of stay in our country.”   

He also noted that law enforcement agencies and special services are tasked to identify members of international terrorist and extremist organizations using migration channels to commit terrorist acts and other crimes.

Besides, considerable attention will be given to social and cultural adaptation of foreign nationals and training of their children in accordance with Russian general education programs, Russia’s Security Council Secretary was quoted cited as saying. 

Addressing the Security Council meeting via video conferencing on October 19, Russian President Vladimir Putin urged to adjust migration policy in Russia.  According to him, the need for such adjustments due to changes in the world.  

“The sphere of migration policy is highly sensitive to national security.  The situation in this area is influenced by moral and regional factors,” Russian leader was cited as saying by Delovoy Petersburg.

Putin reportedly urged to respond to changes based on a thorough analysis of the new realities.  

Life.Ru says in the first place is the project on the establishment of adaptation center for migrants that was supported by Putin.  

To-date, migration centers have operated in Russia.  Foreign migrants receive permits in the migration centers (for this, they have to undergo a medical examination, be fingerprinted and photographed). 

“Adaptation centers’ are wider; they not only draw up documents for migrants but also keep records of their employment and places of actual residence.  ..Besides, it is supposed that adaptation centers will carry out the function of cultural adaptation of foreign citizens, up to the education of migrants’ children in accordance with Russian general education programs,” Life.Ru reports.  

In connection with the plan to maintain law and order in places of compact residence of migrants, enclaves and diasporas will also be under control.
