President reportedly proposes to write off entrepreneurs’ tax arrears accumulated until 2018

Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament) Speaker Mahmadtoir Zokirzoda says President Emomali Rahmon has proposed to write off business entities’ tax arrears accumulated until 2018.  

Sadoi Mardoum, the mouthpiece of Tajikistan’s parliament, says he stated this at a joint meeting of both chambers of parliament that took place on December 28. 

Zokirzoda reportedly noted that President Emomali Rahmon proposed the following measures: 

 

  • To continue management reform process and improve the public management system.  
  • To write off business entities’ tax arrears accumulated until January 1, 2018.
  • To increase salaries by 40 percent and pensions by 30 percent.
  • To establish the Agency for Preservation of Cultural and Historical Heritage under the Government of Tajikistan. 
  • To declare 2024 the Year of Legal Education in order to strengthen the rule of law and its supremacy.

 

According to data of the Tax Committee under the Government of Tajikistan, total tax arrears have amounted to more than 770 million somonis as of January 1, 2018.  As of January 1, 2023, tax arrears amounted to more than 728 million somonis.  

Tax arrears have reportedly increased by 166.3 million somonis in nine months of last year, reaching 894.4 million somonis on October 1, 2023.  

Recall, the head of the Tax Committee under the Government of the country Nusratullo Davlatzoda the Tax Committee under the Government of the country, Nusratullo Davlatzoda, told reporters in Dushanbe on August last year that the balance of tax arrears as of July 1, 2023 amounted to 764.3 million somonis.  This, according to him, is 36.2 million somonis more compared to the same period in 2022.

The chief tax officer also named the five largest debtors, who collectively owed almost 235 million somonis. These include:

 

  • OJSC "Sangtudinskaya HPP-1" – 94 million somonis;
  • LLC "Talco Resource" – 39 million somonis;
  • LLC "TBEA Dushanbe Mining Industry" – 36.5 million somonis;
  • OJSC "Rogun HPP" – 33.3 million somonis;
  • OJSC "Tajiktelecom" and its structures – 31.5 million somonis.

 

The reasons for the formation of tax arrears, according to him, are different.  “"Some of them are related to the financial situation, some others are related to something else,” Davlatzoda said.
