On Friday January 19, President Emomali Rahmon held a meeting of the Security Council of Tajikistan, according to the Tajik president’s official website.

The heads of the country’s various law-enforcement and security agencies attended the meeting.  The president reportedly reviewed the status of activities to ensure security and stability, the rule of law, and prevention of crimes in the country.   

It was noted that the level of implementation of laws in the fields of land management, crime prevention and combating terrorism and extremism, drug trafficking and organized does not meet the requirements

Speaking at the meeting, the head of state reportedly noted serious shortcomings in activities of law enforcement, security and power-wielding structures.  

Rahmon, in particular, said that heads of some regional, district and city law enforcement agencies of Khatlon province show irresponsibility in their work.  

Emomali Rahmon pointed out that low professional level, failure to perform official duties, corruption, increase in the number of crimes of terrorist and extremist nature, drug trafficking including with the participation of officers of law enforcement agencies and power-wielding structures, admission of random and unprofessional people into the ranks of law enforcement agencies, and incorrect personnel policy are the main problems in activities law enforcement, security and power-wielding structures.  

Due to the large number of offenses and failure to comply with the requirements of laws and military regulations, Emomali Rahmon ordered to dismiss the following officials from their positions: 

 

  • The head of the Interior Ministry’s Office in Khatlon Province and his deputies, heads of police departments in the cities of Bokhtar and Kulob and the district of Kushoniyon, the head the police directorate in Kulob region of Khatlon province, and heads of some departments of the Interior Ministry’s Central Office.
  • Khatlon regional prosecutor and his deputies, heads of some departments of the Prosecutor-General’s Office, and prosecutors of some cities and districts.  
  • The head of the task force of the State Committee for National Security (SCNS)’s Office in Khatlon province, the head of the task force SCNS department in Kulob region, and heads of some departments of the SCNS’s Central Office.    
  • The head of the Agency for State Financial Control and Combating Corruption (ASFCCC)’s Office in Khatlon province and his deputies, the head of the anticorruption agency’s directorate in Kulob region of Khatlon province, and the head of anticorruption agency’s directorate for supervision of economic entities and department investment projects.   
  • Heads of some departments of the Drug Control Agency (DCA).

 

Besides, the minister of defense and the head of the SCNS border guard directorate were instructed to dismiss commanders of military units in which laws and military regulations were violated.

In order to eliminate all hazing cases, the president ordered to take serious measures and submit a written report within ten days.  

The president also instructed to assess the professionalism of the traffic police officers and reduce the Interior Ministry traffic police directorate’s staff by 30%.
