Two deputy prosecutor-generals – Dilshod Talbakzoda and Mirzoamon Rofizoda – have been fired recently after the president criticized the activities of the Khatlon law enforcement authorities. 

Recall, President Emomali Rahmon noted serious shortcomings in activities of law enforcement, security and power-wielding structures. 

Rahmon, in particular, sharply criticized heads of some regional, district and city law enforcement agencies of Khatlon province for irresponsibility in their work.  His criticism, directed at heads of law enforcement agencies of Khatlon province, came during his address to a meeting of the Security Council of Tajikistan that took place on January 19    

The head of state pointed out that low professional level, failure to perform official duties, corruption, increase in the number of crimes of terrorist and extremist nature, drug trafficking including with the participation of officers of law enforcement agencies and power-wielding structures, admission of random and unprofessional people into the ranks of law enforcement agencies, and incorrect personnel policy are the main problems in activities law enforcement, security and power-wielding structures. 

Due to the large number of offenses and failure to comply with the requirements of laws and military regulations, Emomali Rahmon ordered to dismiss a number of senior prosecutors and law enforcement officials in Khatlon province, including the head of the Interior Ministry’s Office in Khatlon province and his deputies, Khatlon chief prosecutor and his deputies.  

Besides, Abdughaffor Hikmatullozoda was relieved of his post of the First Deputy Prosecutor-General in connection with his appointment as the Head of Roudaki District.

Umed Karimzoda, who had previously served as chief prosecutor of Dushanbe, was recommended for the position of the First Deputy Prosecutor General.   

Karimzoda had served as Dushanbe chief prosecutor since February 2020.

Prior to this, he had served as chief prosecutor in Shahritous district of Khatlon province since 2016.

In 2012-2015, he served as chief prosecutor in Dushanbe’s Shohmansour district.  . 

In 2011-2012, Karimzoda served as chief prosecutor in Danghara district of Khatlon province.

Umed Karimzoda reportedly graduated from the Tajik State University (currently Tajik National University) in 1994.  

Sarvar Azimzoda, who had previously served as chief prosecutor in the northern city of Panjakent, was recommended for the position of the second Deputy Prosecutor-General  

Azimzoda had served as chief prosecutor in Panjakent City since 2019.

Prior to his, he had served as chief prosecutor in Shahrinav district (Hisor Valley in central Tajikistan) since 2016.   

In 2015, Azimzoda served as senior prosecutor at the General Control Directorate of the Prosecutor-General’s Office.   

Sarvar Azimzoda reportedly graduated from the Faculty of Law, Tajik National University in 1999.   

Habibullo Vohidzoda, who had previously served as Director of the Drug Control Agency under the President of Tajikistan, was recommended for the position of the Main Military Prosecutor also Deputy Prosecutor-General. 

Vohidzoda had served as Director of the Drug Control Agency since November 18, 2020.

Prior to this, he had served as chief prosecutor of Sughd province since 2016.

In 2011-2015, Vohidzoda served a Deputy Prosecutor-General.

Habibullo, 58, was born in Farkhor district of Khatlon province.  He graduated from the Faculty of Law, Tajik State University in 1988.        

Habibullo Vohidzoda is married with one child.  

It is to be noted that Prosecutor-General has four deputies and now one position remains vacant.  It is still unknown who will be appointed to this position.
