Labor migrants’ families may be required to take out health insurance

The Russian Presidential Council for Development of Civil Society and Human Rights has come out with several initiatives related to migrants, including compulsory voluntary health insurance (VHI).

Rossiyskaya Gazeta writes that the member of the Presidential Council for Development of Civil Society and Human Rights, Mrs. Olga Demicheva, has made a proposal for compulsory registration of voluntary health insurance for labor migrants and their families. 

Mrs. Demicheva reportedly proposes that labor migrants entering Russia with relatives are required to issue a voluntary health insurance policy for all family members, which would cover the full amount of necessary medical care. 

In her opinion, acquiring health insurance (primarily voluntary health insurance of labor migrants and members of their families) must be a mandatory condition for entry into Russia.  

The cost of insurance must cover the full scope of medical care that a person may need when living and working in the Russian Federation.  

Speaking at a meeting of the Presidential Council for Development of Civil Society and Human Rights on the issues of providing rights of citizens in the field of migration, Mrs. Demicheva noted on June 4 that either foreigners themselves or employers must be responsible for acquiring insurance.

Mrs. Demicheva also proposed to approve mandatory unified medical documentation, which a foreign worker must present to enter the territory of the Russian Federation.
