Starting February 5, 2025, an electronic registry of foreign citizens unlawfully residing in Russia will become operational, TASS reports, citing Alexander Gorovoy, First Deputy Minister of Internal Affairs of the Russian Federation.

The registry will be updated daily and made accessible to employers, entrepreneurs, and individuals planning to sign employment contracts with foreign citizens. Government authorities will also have access to the registry.

"An open database, hosted by the information center of the Ministry of Internal Affairs, will allow verification of whether a foreigner is legally residing in Russia. Only after such verification will employers be legally authorized to sign employment agreements," Gorovoy stated.

He added that the technical readiness of the portal has already been ensured, and the database is currently being populated. The new procedure will also prevent illegal migrants from concluding or dissolving marriages, operating or registering vehicles, and purchasing airline tickets.

Earlier, in September 2024, the establishment of a registry of controlled individuals in Russia was announced. The public section of the database will include only information about whether a foreigner is listed. The private section will store personal details, such as name, date of birth, gender, and document series and number.

In October of the same year, the Russian Ministry of Internal Affairs reported that over 120,000 citizens of Tajikistan who had violated the law were included in the list of controlled individuals. This list was prepared as part of a new deportation system, which will also come into effect on February 5.
