Media reports say the website of the US Agency for International Development (USAID) went offline without explanation on February 1. 

The Associated Press (AP) reports that Congressional Democrats have battled the Trump administration increasingly openly, expressing concern that Trump may be headed toward ending USAID as an independent agency and absorbing it into the State Department.  Democrats reportedly say Trump has no legal authority to eliminate a congressionally funded independent agency, and that the work of USAID is vital to national security.

Trump and Congressional Republicans say much of foreign aid and development programs are wasteful.  They single out programs they say advance liberal social agendas.

Billionaire Elon Musk, advising Trump in a campaign to whittle down the federal government in the name of efficiency, endorsed posts on his X site calling for dissolving USAID.

“Live by executive order, die by executive order,” Musk posted Saturday in reference to USAID.

Donald Trump placed an unprecedented 90-day freeze on foreign assistance on his first day in office January 20.  Days later, the State Department froze nearly all foreign assistance worldwide, shutting down thousands of programs around the world and forcing the furloughs or layoffs of many thousands.

The United States Agency for International Development (USAID) is an independent agency of the United States government that is primarily responsible for administering civilian foreign aid and development assistance.  With a budget of over US$50 billion, USAID is one of the largest official aid agencies in the world and accounts for more than half of all U.S. foreign assistance – the highest in the world in absolute dollar terms.

Congress passed the Foreign Assistance Act on September 4, 1961, which reorganized U.S. foreign assistance programs and mandated the creation of an agency to administer economic aid. USAID was subsequently established by the executive order of President John F. Kennedy, who sought to unite several existing foreign assistance organizations and programs under one agency.  USAID became the first U.S. foreign assistance organization whose primary focus was long-term socioeconomic development.

As an official component of U.S. foreign policy, USAID operates subject to the guidance of the president, secretary of state, and the National Security Council.  USAID has missions in over 100 countries.

To promote economic growth and regional connectivity, USAID has supported reforms to Tajikistan’s energy, trade and water sectors.  Besides, USAID has supported increasing food security and nutrition, improving health and education outcomes in the country as well as strengthening critical democratic institutions.
