On December 9, within the framework of the Financial Development Conference in Riyadh, Tajikistan discussed attracting funds for the implementation of priority projects, including the construction of the Roghun Hydropower Plant (HPP) and social infrastructure development, according to the Ministry of Finance (MoF).
Representatives of the Islamic Development Bank, Qatar Development Fund, Kuwait Fund for Arab Economic Development, Saudi Fund for Development, OPEC Fund for International Development, Abu Dhabi Development Fund, and other international organizations participated in the event.
Fayziddin Qahhorzoda, Tajikistan's Minister of Finance, provided information about the financing progress and construction activities at the Roghun HPP, and discussed the role of investors and forms of further collaboration. Participants were also shown a video report on the status of construction work.
Representatives of financial institutions, emphasizing the regional significance of Roghun HPP, expressed their readiness to continue supporting the project. Several funds confirmed their intention to support this strategically important facility.
During the event, a separate meeting was held between the Minister of Finance and the Regional Manager at Abu Dhabi Fund for Development (ADFD), Abdulla Almansoori. Almansoori reportedly stated the Fund's willingness to continue its participation in financing the Roghun HPP construction. The parties agreed to discuss further cooperation and the fund's involvement in financing other priority projects in Tajikistan in the coming months.
As a reminder, in August this year, Tajikistan's president mentioned that agreements had been made with development partners for over $2 billion for the completion of the Roghun HPP, with negotiations ongoing for an additional $1.7 billion.
Currently, the construction of the Roghun HPP is being funded by the national budget.

With an installed capacity of 3,780 MW, the Roghun HPP will become the largest hydropower plant in Central Asia. Upon full completion, the annual electricity output is expected to exceed 14.5 billion kWh. Six turbines, each with a capacity of 630 MW, will be installed in the plant’s powerhouse. The final turbine is expected to be commissioned in 2029.
Currently, two turbines of the Roghun HPP, commissioned in 2018 and 2019, are operating at reduced capacity. According to the Ministry of Energy and Water Resources, the Roghun HPP last year generated over 1.2 billion kWh of electricity, accounting for 5.5% of the total electricity produced in the country last year.
