Nexign and TelecomDaily: the telecommunications market in Tajikistan grew by 13.7% in 2025

A study showed that the country's communications market has grown to 4.9 billion somoni, and the dynamics are influenced by an increase in the subscriber base, growth in internet traffic, and expansion of mobile and fixed network coverage.

Nexign and the information and analytical agency TelecomDaily conducted a study of the telecommunications market in Tajikistan. It continues to grow steadily: in 2024, it increased by 8.1%, and in 2025, by 13.7%.

The dynamics here are above global averages: the global market in 2024-2025 increased by only 2.5% annually (according to TM Forum), while the Russian market grew by 6.5% last year.

The penetration of mobile communications in Tajikistan is lower than in most Central Asian and CIS countries – about 74% (7.8 million subscribers with a population of 10.6 million people). The market retains significant potential for quantitative growth by connecting new subscribers. Operators are installing new base stations in rural areas, continuing to upgrade LTE networks, and increasing their capacity, primarily in Dushanbe and other major cities. It is in these areas that the consumption of mobile internet and video services is growing fastest, and there is an increasing demand for unlimited and large internet service packages.

Tajikistan is in the early stage of 5G deployment: several operators have already launched fifth-generation base stations, while others are upgrading the network core and backbone infrastructure for future 5G services. The development of the segment is constrained by the high cost of equipment, spectrum limitations, and the financial capabilities of the operators.

Until 2028, 4G will remain the dominant technology, and 5G will develop selectively – in the capital, business zones, and at specific corporate sites. Operators will begin to actively launch package and unlimited tariffs, as well as digital services (financial, entertainment, for small businesses). The B2B/B2G segment will become a significant driver of revenue – stable mobile channels, VPN, IoT/M2M solutions, and services for infrastructure management and video surveillance.

In the fixed broadband access segment, the phased replacement of outdated copper lines with fiber optics in Dushanbe and regional centers continues, forming a basic FTTH infrastructure (fiber to the home). Meanwhile, the quality and availability of wired broadband in the regions are noticeably lower than in large cities. Against the backdrop of limited optical coverage, operators are promoting fixed wireless access (FWA) based on 4G, and many households use mobile unlimited packages as their primary home internet.

In the coming years, a slow but steady expansion of FTTH is expected in cities and densely populated areas, with the gradual decommissioning of DSL and copper networks. Businesses and government agencies will demand higher quality channels, VPNs, and dedicated lines, and the role of corporate fixed services in the revenue of operators will increase.

A significant event for the industry was the signing of a licensing agreement with Starlink Tajikistan at the “Dushanbe Invest-2025” forum. A new segment is emerging – satellite broadband access, primarily targeting remote and mountainous areas where the construction of terrestrial infrastructure is particularly difficult and expensive.

According to analysts from Nexign and TelecomDaily, from 2026 to 2028, the telecommunications market in Tajikistan will grow on average by 7.9% per year and will reach 6.15 billion somoni.

To work effectively in such conditions, operators need modern monetization platforms that allow managing various services within a single system. This enables them to quickly collect and bring new products to market, tailor tariffs more precisely for different segments, and manage revenues in real-time,” comments Sergey Karpov, First Deputy General Director of Nexign.
