DUSHANBE, June 18, Asia-Plus — One of organizers of today’s demonstration in Khorog, Alim Serzamonov told Asia-Plus that only if the government is not sure of strength of law enforcement agencies in Gorno Badakhshan the president should use his Constitutional right and declare the state of emergency in Khorog. “Only after that, additional troops may be brought into the region,” Sherzamonov said.
We will recall that under the country’s Constitution, the president has the right to declare a state of emergency throughout the entire territory of the country and in individual localities with immediate submission of an edict concerning this for confirmation of the Majlisi Oli (Tajik parliament) and notification to the United Nations.
“Declaring the state of emergency, the president should appoint commandant whom people could apply to for tackling their problems as the present regional authorities are not able to solve even elementary issues,” said Sherzamonov. “We do not trust in the regional authorities; we have talking about threats to security of the GBAO population for already four days, however, no measures have been taken by local administration so far.”
“In this connection, we want direct presidential government to be introduced in Gorno Badakhshan,” Sherzamonov said.
We will recall that some 300 people gathered near the building of the GBAO regional government in Khorog today morning, at around 9:00 a.m. According to organizers of the demonstration, people are allegedly demonstrating against bringing additional troops into region.
