DUSHANBE, October 6, Asia-Plus — Georgia and Turkmenistan refused to sign the CIS development concept at the Dushanbe summit on Friday, Asia-Plus has learned from the source at Tajik MFA.

Georgina leader Mikhail Saakashvili stated he would not sign the concept because “a hundred-percent economic, commercial, transport and often visa embargo is applicable to Georgia,” the source said.   

According to the source, Azerbaijan said it had a special opinion on the concept.  “Azerbaijan signed the document but voiced a special opinion,” Source said.  This means that Baku will not fulfill certain clauses of the concept,” he said.

The concept will enter into force, but only the signatories will follow it completely, the source remarked.
