DUSHANBE, September 5, Asia-Plus  — From August 16 to September 5, 2007, economists and accountants from Tajikistan’s Ministry of Finance completed courses on “Financial Accounting” and “Managerial Accounting.” These courses are part of the Certified International Professional Accountants (CIPA) program financed by the United States Agency for International Development (USAID), press release issued by the US Embassy in Dushanbe said. 

Specialists from several departments of the Ministry of Finance were eager to gain knowledge in order to further develop legislation for accountants of state-owned and commercial enterprises.  The Ministry works closely with the USAID CIPA project to promote the development of accounting and auditing systems based on international standards and practices, and to promote and introduce the International Financial Reporting Standards (IFRS).

According to Gulmira Hamroqulova, Head of the Methodology Department of the Ministry of Finance, “the specialists that completed this training improved their professional qualifications and obtained additional knowledge that will assist in implementing IFRS in Tajikistan.”  The development of accounting and auditing legislation, which meets international standards, will also serve to promote economic growth in the country.

The CIPA program is a Russian-language based international certification program for professional accountants, including training, examinations and certification of two levels: CAP (Certified Accounting Practitioner) and CIPA (Certified international Professional Accountant).  The program includes high quality curriculum, which was developed based on IFRS.  It is well-respected among international professional organizations and, most importantly, the program is customized to the business realities of transitional economies.  205 specialists in Tajikistan now have CAP certification and nine accountants hold the second level CIPA certification.

The CIPA program is one of the many assistance projects made possible by the American people through USAID.  Since 1993, USAID has provided more than $270 million in programs that support Tajikistan’s democratic institutions, health care, education, and economic growth.
