On April 30, 2026, Tajikistan and Germany’s Federal State of Bavaria signed in Dushanbe a Memorandum of Understanding (MoU) on cooperation in the field of labor migration. The document is reportedly aimed at attracting young qualified specialists and developing bilateral cooperation in the field of labor migration and education.

According to the press center of the Ministry of Labor, Migration and Employment of the Population (MoLMEP), the Minister of Labor, Migration and Employment of the Population of Tajikistan, Ms. Soleha Kholmahmadzoda, yesterday met here with Mr. Tobias Gotthardt, the State Secretary of the Bavarian Ministry of Economic Affairs, Regional Development and Energy.

The German delegation reportedly included representatives of the Ministry of Economic Affairs, Regional Development and Energy of Bavaria, the Employment Agency, the Chamber of Crafts of Munich and Upper Bavaria, Niederbayern — Oberpfalz, the Bavarian Economic Association, the Bavarian Economic Education Center (bbw) gGmbH, and TELC GmbH company.

During the meeting, the parties discussed issues of bilateral cooperation, including labor migration, vocational education, and training specialists for the international labor market.

In the course of the talks, Ms. Kholmahmadzoda reportedly noted that the official trip of the Tajik delegation to Germany in July 2025 helped to expand cooperation. Meetings were held with representatives of government agencies, the private sector, and educational institutions, resulting in agreements to conduct language training programs, improve teacher qualifications, and develop a dual education system.

The minister also recalled that in November 2025, a Memorandum of Understanding was signed with TELC GmbH, which she considered an important step in preparing Tajik citizens for the international labor market. The parties expressed confidence that strengthening cooperation would help create effective and transparent mechanisms for interaction in the labor market, as well as favorable conditions for improving workforce qualifications and youth competitiveness.

The meeting reportedly resulted in the signing of the MoU on cooperation between Tajikistan’s MoLMEP and the Bavarian Ministry of Economic Affairs, Regional Development and Energy in attracting young qualified specialists. The memorandum will lay the foundation for further expansion of cooperation in the fields of labor, migration, and employment, as well as provide new opportunities for developing human resource potential and adapting the labor market to modern requirements.

The German delegation visited the Center for the Development of Crafts and Modern Professional Skills. The guests highly appreciated the work of this center, noting the high level of theoretical and practical training conducted in areas such as electric welding, car repair, and confectionery.
