Russian payment system stops operating in Tajikistan

The Board of the National Bank of Tajikistan (NBT) has revoked the operating license of the Russian payment system Blizko. 

Tajik central bank notes that the operating license of Blizko has been revoked as the operating license of Open Joint-Stock Company (OJSC) Sviaz Bank, which owns this payment system, has been revoked. 

According to the NBT press center, the operating license of OJSC Sviaz Bank, which was granted to the bank on April 29, 2019, has been revoked on the basis of request from that Russian bank.

OJSC Sviaz Bank had earlier informed about the termination of operations of the Blizko payment system and the removal of it from the registry of payment system operators of the Bank of Russia beginning on April 22, 2020.  

Open Joint-Stock Company (OJSC) Sviaz Bank operates as a commercial bank. The Bank offers business and personal loans, mortgages, pension plans, insurance, credit cards, money transfer, and investment banking services.  Sviaz Bank serves customers in Russia. 

Blizko was the system of instant addressless money transfers without opening of the account.

Recall, Tajik national banks launched the National Processing Center for Remittance Management on December 3, 2019.  It means that all cross-border remittances without opening a bank account must be repaid through this Center.

The following money transfer companies were integrated into the national transfer processing center: Western Union; Kontakt; and Unistream.
