The Government of Tajikistan has ordered to increase revenues of the republican budget by for 2023 by 1 billion somonis (equivalent to 91.2 million US dollars) without changing the size of the budget deficit.
In Tajikistan, the state budget system consists of two levels: 1) the republican budget and the budgets of the state trust funds; 2) the local budgets (the budget of the Gorno Badakhshan Autonomous Region and its cities and districts, Dushanbe, Khatlon and Sughd provinces and their cities and districts, and cities and districts subordinate to the center).
Issued on September 22 this year, an appropriate government regulation is posted on the Justice Ministry’s website for legal information.
The annex to the document says the revenue part of the republican budget will be increased due to increase in tax and customs duties as well as non-tax revenues:
- income tax – by 135 million somonis;
- value added tax (internal) – by 155 million somonis;
- excises (internal) – by 30 million somonis;
- natural resources tax – by 30 million somonis;
- non-tax revenues – 50 million somonis.
The Tax Service under the Government of Tajikistan is instructed to increase republican budget revenues by 600 million somonis, in particular due to increasing:
- value added tax (external) – by 300 million somonis;
- excises (external) – by 100 million somonis;
- customs duties – by 200 million somonis.
The funds collected are expected to be channeled to the additional financing of the following sectors:
- public management – 33.146 million somonis;
- defense – 340 million somonis;
- law enforcement authorities – 4.5 million somonis;
- education – 66 million somonis;
- health care – 26 million somonis;
- culture and sports — 24.104 million somonis;
- fuel and energy complex – 506.25 million somonis.
Total revenues of the endorsed republican budget for 2023 have been set about 13.6 billion somonis and its total expenditures have been set at more than 15.2 billion somonis.
