Tajikistan’s lower chamber (Majlisi Namoyandgon) of parliament has endorsed the draft law on the national budget for 2025 and forecast of state budget indicators for 2026-2027.
Presenting the bill to lawmakers, Finance Minister Faiziddin Qahhorzoda, in particular noted that the revenue part of the national budget for 2025 is projected to stand at 49.6 billion somonis (more than US$4.5 billion), which is 15.4 percent or 6.6 billion somonis more than the revenue part of the 2024 budget.
In the 2025 budget of Tajikistan, domestic tax revenues are expected to reach 22.7 billion somonis, representing a 20.4% increase. Customs duties are projected to bring in 10.4 billion somonis, a 23.4% growth. This means that approximately 67% of the budget will be funded by tax revenues.
Non-tax revenues are expected to amount to 1.2 billion somonis, which is a 34.4% increase compared to the 2024 budget.
State investment projects are projected to attract 11.2 billion somonis in the coming year, with 60% coming from grants and 40% from loans.
The expenditure part of the budget has been set at 51.6 billion somonis, which is 7.5 billion somonis higher than the current year's budget. Thus, the 2025 budget will run with a deficit of 2 billion somonis.
The minister noted that the 2025 budget indicators reflect the economic and social development of the country. Social spending will account for more than 46% (around 24 billion somonis) of budget allocations.
Earlier, during a government meeting, President Emomali Rahmon outlined some parameters of the 2025 state budget.
He, in particular, stated that the budget's revenues would account for 29.9 percent of the country’s gross domestic product (GDP) and the budget’s expenditures would account for 31.1% of the country’s GDP of the coming year. Additionally, 15.2 billion somonis has been allocated for the development of the real sectors of the country's economy in 2025.
Regarding the prospects of the state budget indicators for 2026-2027, it was emphasized that the indicators of the prospects of revenues and expenditures of the country’s state budget for 2026-2027 are the logical continuation of the budget project of 2025.
The revenues of the state budget for 2026 are foreseen in the amount of 53.4 billion somonis and revenues of the state budget for 2027 are projected to stand at 57.6 billion somonis.
The state budget expenditures for 2026 are expected to stand at 54.9 billion somonis and for 2027 at 59.3 billion somonis.
