DUSHANBE, August 21, 2009, Asia-Plus  — Draft documents related to further improvement of activity of the Collective Security Treaty Organization (CSTO) in the field of military and military-technical cooperation were a major topic of a session of the CSTO Permanent Council that was held in Moscow on August 20, according to the CSTO Secretariat.

The meeting participants, in particular, discussed a package of documents ensuring implementation of the CSTO  Collective Security Council’s resolution of February 4, 2009 on setting up a joint rapid-reaction force.

Among these documents are draft protocol on the procedure of formation and functioning of forces and means of the CSTO collective security system, draft agreement on the status of formations of the collective security system’s forces and means, and draft regulations on the procedure of adopting and implementing collective decisions on use of forces and means of the collective security system.

The draft protocol on the procedure of formation and functioning of forces and means of the CSTO collective security system has a status of international agreement and contains basic principles of formation and functioning of forces and means of the collective security system, their intended use, structure, including coalition (joint rapid-reaction force) and regional military groupings, groupings of joint military systems, CSTO peacekeeping forces, as well as common  approaches  to creation of management bodies (command), logistical support for multilateral forces and means, and adopting decisions on deployment and use of them.
