Hajj 2026: New Rules and Restrictions Introduced in Saudi Arabia

Entry to Mecca is now only possible with a special permit.

The government of Saudi Arabia has introduced new rules for “Hajj-2026”. According to the new rules, from April 13, entry into Mecca is only possible with a special permit. Entry is allowed only for those with official documents of residence in Mecca and holders of official Hajj permits.

Additionally, employees with special electronic work permits issued through the Tasrih, Absher Afrad, and Bawaba Muqim platforms can enter the city.

From April 18, entry and stay in Mecca for all visa holders of any type (except for the Hajj visa) is prohibited. This includes a temporary suspension of Umrah (minor pilgrimage) permits from April 18 to May 31.

Pilgrims who arrived with an Umrah visa had to leave the city by April 18.

Individuals who violate the established requirements or facilitate their violation during the Hajj period may be fined up to 20,000 Saudi riyals (about $5,500).

Illegal transportation, harboring, or assisting pilgrims from April 18 to May 31 is subject to a fine of up to 100,000 Saudi riyals (about $26,500).

Violators may be deported and banned from entering the country for up to 10 years. Vehicles used for illegal transportation are subject to confiscation.

It should be noted that pilgrims from Tajikistan undertake the Hajj through official state structures. The quota is 7,000 people, and the cost is 53,000 somoni.

Mandatory registration is carried out through local authorities, mainly for citizens aged 40–65.
