QURGHON TEPPA, February 2, 2011, Asia-Plus  — Davlatmurod Davlatov, the head of the Vose finance department, has been detained on suspicion of large-scale embezzlement of state funds.

Varqa Zayniddinov,  senior aide to the Khatlon chef prosecutor, told Asia-Plus that in August 2010, the Vose education department head Davlat Sharipov and the department accountant I. Rahmonov decided to embezzle 207,000 somoni that had been allocated to the department for purchase of coals and firewood for local schools.  “They transferred the money to the bank account of a certain businesswoman Mavjouda Halimova and took the money from the account due to forged documents prepared by the finance department head Davlatmurod Davlatov,” said the prosecutor aide, “Davlatov received 45,000 somoni for that.”

Investigation has established that Mavjouda Halimova has never done business.  “She worked as teacher with the Kulob State University,” said Zayniddinov, “On March 10, 2010, she registered herself at the Kulob tax inspectorate as entrepreneur, but it was established that she has never done business.”

Criminal proceedings against Davlat Sharipov, Davlatmurod Davlatov, I. Rahmonov and other accomplices to this crime have been instituted under the provisions of two articles of Tajikistan’s Penal Code: Article 245 (4) – embezzlement or misappropriation; and Article 340 (2) – document forgery.  An investigation is under way.
