DUSHANBE, July 4, Asia-Plus — An idea to establish the United Nations Regional Center for Preventive Diplomacy for Central Asia (UNRCCA) has been supported by all Central Asia’s states, Mr. Miroslav Jenca, Special Representative of the UN Secretary General and Head of the UNRCCA, remarked at a press in Dushanbe on July 3.
According to him, an actual work of the Center that was officially inaugurated in Ashgabat, Turkmenistan last December began less than a month ago – in June. The UNRCCA head noted that the Center staff has not yet been complete and representatives of all five Central Asian countries are expected to work with it.
Mr. Jenca noted that the Center had been established because modern challenges existing in the region require adequate attention, otherwise, they may develop into “undesirable conflicts.”
“Although the region is developing stably and there are no any overt conflicts here, however, there are threats,” he said, noting that the Center is tasked with assisting to provide peace, security and stability in the region.
The Center is dedicated to help the region’s countries respond more proactively to cross-border challenges and threats such ad terrorism, drug trafficking, religious extremism, illegal migrations, food crisis, and water-and-energy problems before they can become costlier and more difficult to control.
Solution of these problems requires regional approach, Special Representative of the UN Secretary General noted.
The Center will also assist the region’s countries with training of specialist in preventive diplomacy.
“Each country in this region has its own policy, its own point of view, and there are also differences of views on some issues,” said Mr. Jenca. “of course, we do not set ourselves creation of the single point of view for all as an object; on contrary, we will try to assist with jointly seeking settlements for conflicts.”
Mr. Jenca intends to visit the region’s countries once every three months.
