DUSHANBE, February 4, Asia-Plus  — Mr. Yoshihiro Nakayama, Chargé d’Affaires of the Embassy of Japan in Dushanbe, Mr. Hamrokhon Zarifi, Minister of Foreign Affairs of Tajikistan, today exchanged Notes concerning the Project for Introduction of Clean Energy by Solar Electricity Generation System in the framework of Japan’s Program Grant Aid for Environment and Climate Change, press release issued by the Japanese Embassy in Dushanbe said.

The Japan’s Program Grant Aid for Environment and Climate Change is a component of the “Cool Earth Partnership” mechanism.  In 2008 the Government of Japan announced this new financial mechanism as another form of assisting the developing countries in their efforts to achieve economic prosperity through enhancing energy efficiency, utilizing clean energy and thus contributing to the reduction of greenhouse gases emissions.  Moreover the mechanism will target developing countries that are potentially vulnerable to the adverse effects of climate change and initiate measures in mitigating and adapting to climate change.

As a result of substantial feasibility surveys conducted by the Japanese side and consultations held with the concerned authorities of Tajikistan, the Government of Japan made a decision to allocate up to ¥450 million (about USD 5 million) for the execution of the Project for Introduction of Clean Energy by Solar Electricity Generation System.  The Project, which will last for less than one year, envisages the supply and installation of photovoltaic system at the National Medical Center of the Ministry of Health of Tajikistan (with the capacity of 110 kW) and at the Research Institute of Obstetrics, Gynecology and Perinatology (with the capacity of 30 kW), which are considered as one of the main healthcare facilities not only in Dushanbe, but on the country level as well.

The solar panels to be installed will supply the mentioned facilities with reliable and environmentally friendly energy source to prevent electricity disruptions, reduce electricity costs and facilitate overall utilization of renewable energy sources in Tajikistan.
