DUSHANBE, April 30, 2010, Asia-Plus — In addition to companies that will be selected for carrying out the techno-economic and environmental and social studies for the Roghun HPP under support of the World Bank, the government of Tajikistan plans to enlist the services of seven independent experts on its own, Mahmadamin Aminov, an official with Barqi Tojik power holding (Tajik electricity supplier), said.
According to him, the government will enlist the services of specialists in geology and big dams as well as ecologists and sociologists. “The experts will be divided into groups,” said Aminov, “One group will carry out the techno-economic assessment and the other one will carry out environmental and social studies.” The first group will assess safety of the dam, Aminov added.
We will recall that representatives from ten companies intending to participate in a tender for carrying out techno-economic and environmental and social studies for the Roghun hydroelectricity project were in Tajikistan on April 26-27. They arrived in Dushanbe to lodge applications for participation in the tender. On April 26 they met with senior representatives from the Ministry of Energy and Industries (MoEI) to discuss issues related to holding the tender and carrying out the assessment studies and on April 27, they together with the World Bank specialists and senior representatives from the MoEI visited the site for construction of the Roghun HPP.
The tender is expected to take place in late May or early June this year. Six of those companies and consortiums will participate in the tender for carrying out the techno-economic assessment and four others participate in the tender for carrying out the environmental and social studies.
