DUSHANBE. March 18, 2011, Asia-Plus — The Organization for Economic Cooperation and Development (OECD) has again recommended Tajikistan to improve its anticorruption legislation.

Presenting the findings of the second round of monitoring of implementation by Tajikistan of recommendations of the Istanbul Anti-Corruption Action Plan of the Anti-Corruption Network for Eastern Europe and Central Asia (ACN) in Dushanbe, the OECD representative Dmitry Kotlyar noted on March 17 that of the recommendations done during the first round of the monitoring, three have remained unimplemented.

“Of 21 recommendations regarding improvement of its anticorruption legislation, Tajikistan has implemented fully one recommendation, eight others have been implemented to a considerable extent and nine recommendations have been implemented partially,” noted Kotlyar, “Since the first round of the monitoring conducted in 2004, Tajikistan has carried out a considerable work on implementation of the OECD recommendations.  The republic, however, has not yet implemented the recommendations regarding establishment of the council on corruption and combating bribery of foreign public officials.”

Kotlyar stressed that OECD has made 17 new recommendations for Tajikistan for this year that follow from the previous ones and update them.

In the meantime, Abdurahim Abdulhasanov, deputy director of the Tajik Agency for State Financial Control and Combating Corruption, noted that Tajikistan had implemented the OECD recommendation regarding the establishment of the council on corruption.  “Such a council was established at the President of Tajikistan last December and its members include heads of all the law enforcement agencies, representatives from the economic bloc ministries and public associations and the Tajik Journalists’ Union chairman,” Abdulhasanov said.

The Organization for Economic Cooperation and Development (OECD) is an international economic organization of 34 countries founded in 1961 to stimulate economic progress and world trade. It defines itself as a forum of countries committed to democracy and the market economy, providing a platform to compare policy experiences, seeking answers to common problems, identifying good practices, and coordinating domestic and international policies of its members.  The OECD originated in 1948 as the Organization for European Economic Co-operation (OEEC), led by Robert Marjolin of France, to help administer the Marshall Plan for the reconstruction of Europe after World War II. Later, its membership was extended to non-European states. In 1961, it was reformed into the Organization for Economic Cooperation and Development by the Convention on the Organization for Economic Cooperation and Development.

Among other areas, the OECD has taken a role in coordinating international action on corruption and bribery, creating the OECD Anti-Bribery Convention, which came into effect in February 1999.  It has been ratified by 38 countries.
