DUSHANBE, March 20, 2014, Asia-Plus — Tajik Ombudsman Zarif Alizoda has taken an investigation into beating of soldier Shahbol Mirozyev under his control, a source at Tajik Ombudsman’s Office told Asia-Plus in an interview.

According to him, representative of Tajik Ombudsman’s Office on March 19 visited the National Medical Center (Qariyai Bolo hospital) in Dushanbe, in which Shahbol Mirzoyev is currently taking medical treatment, and talked to the doctor in charge of the case.

“The military unit, in which Shahbol is serving, has been providing him with all necessary medicines,” the source noted.

We will recall that medic of military unit 20/26 deployed in the Roudaki district, Usmon Ghayratov, reportedly severely beat soldier Shahbol Mirzoyev on March 6.

According to Shahbol Mirzoyev, medic Ghayratov together with other medics began to mock at him and beat him up for no reason.  “Mostly Ghayratov was beating me up,” Shahbol noted.

As a result of the beating, Shahbol Mirzoyev suffered a broken neck, paralyzed left leg and injured hands.

His father, Numon Mirzoyev, says he has sent tomography scan results to one of hospitals in Germany and they said that it is necessary to perform medical surgery that will cost 64,500 Euros.

Iranian specialists have reportedly agreed to perform surgery on Shahbol Mirzoyev.  According to Numon Mirzoyev, the preliminary agreement was reached on March 18 after computed tomography scan was carried out on his son in the International Ibn Sina Clinic in Dushanbe.

On March 14, the military prosecutor’s office instituted criminal proceedings against Usmon Ghayratov under the provisions of Article 373 of Tajikistan’s Penal Code – violation of military regulations; an investigation is under way.

Numon Mirzoyev has noted that Usmon Ghayratov allows himself severe treatment of soldiers because his father works at prosecutor’s office.

According to some sources, Usmon Ghayratov is the son of the employee of the Prosecutor-General’s Office, Mahmadsharif Ghayratov.

However, representatives from the Prosecutor-General’s office did not confirm that information.  Jamshed Sangov, an official with the Prosecutor-General’s Office, says, “Person with such name does not work with the Prosecutor-General’s Office.  We do not know who is father of Usmon Ghayratov.”
