DUSHANBE, February 18, 2016, Asia-Plus — The Government of Tajikistan took a national initiative for improving the situation of maternal and child health.

Under this circumstance, the Government of Tajikistan requested Japan to implement a technical cooperation project for improving the maternal and child health care services for newborns and infants in Khatlon province, according to JICA Resident Office in Dushanbe.

Minutes of Meeting of the Record of Discussions on the Project for Improving the Maternal and Child Health Care System in Khatlon Province was signed between Japan International Agency (JICA) and Ministry of Health and Social Protection of Population of Tajikistan on November 24, 2012.  The project was from March 2012 to March 2016.

The objective of the project is in improving Maternal and Child Health conditions in four target districts in Khatlon province (Vakhsh, Jomi, Rumi and Shahritous).  For achievement of this aim, the project has three main outputs: 1) medical facilities in four target districts are appropriately equipped and maintained to provide better services; 2) medical facilities in four target districts enhance capacity to provide better services; and 3) awareness of maternal and child health care is enhanced among general population in target districts.

JICA has conducted dispatch experts, provision of medical equipment, development of manual and guideline, and capacity building of medical staffs.  The situations of maternal and child health in target districts are improved drastically.  The quality of medical services provided at target medical facilities is improved absolutely, and they save the lives of mothers and children now.

The Resident Representative of JICA in Tajikistan, Mr. Ishii Kiyoshi noted that JICA”s cooperation in the field of health has been one of its core programs in Tajikistan and Mr. Ishii also announced that in 2016 a new technical cooperation was approved by the Government of Japan, which will be realized in Khatlon province.

First Deputy Minister of Health and Social Protection of Population of Tajikistan Dr. Saida Umazoda expressed her gratitude to JICA for its support in the field of maternal and child health care and noted that the Technical Cooperation Project for Project for Improving the Maternal and Child Health Care System in Kahtlon Province was one of the important components of the cooperation with JICA.

JICA began its cooperation with Tajikistan in 1993 by offering 21 seats for officials in Tajikistan to study in Japan.  A total number of participants in training Tajik officials in Japan is more than 1500 people from early 1993 until April 2015.  In 2006 JICA Office was opened in Dushanbe. In Tajikistan, JICA focuses mainly on the following areas: health, transportation, energy, agriculture, water and capacity building.
