DUSHANBE, April 12, 2016, Asia-Plus – Pamir Energy Company (Pamir Energy) has reportedly been listed among the best Public-Private-Partnership (PPP) projects.
Pamir Energy participated in an international UNECE PPP forum for sustainable development that took place in Geneva from March 30 to April 1.
A three-day forum hosted by the UNECE International PPP Center of Excellence showcased projects and approaches to people first Public-Private-Partnerships.
Representatives of the UN Economic Commission for Europe (UNECE), PPP centers from various countries, and heads of international organizations implementing PPP projects participated in the meeting.
They reportedly discussed the main trends and new ways of seeking solution to problems of alleviating poverty, ensuring development of infrastructure, raising the population employment rate, development of private entrepreneurship, etc.
By UNECE’s decision Pamir Energy was listed among the best 12 PPP projects demonstrating an effective management and achievement of the sustainable development goals (SDGs).
UNECE notes that at the UNECE international PPP Forum last week, a group of PPP practitioners, well versed in the traditional PPP model, gathered from all over the world, and were asked to show how their projects were fulfilling the Sustainable Development Goals (SDGs) of ‘People’, ‘Planet’ and ‘Prosperity’. In response to this challenge, many examples were given of how the PPP model can transform and improve the quality of life of socially and economically vulnerable people.
In Haiti, small farmers, land owners, investors and the Government joined forces in a PPP to improve crops and the livelihood of people still recovering from the effects of a massive natural disaster;
In the Russian Federation, a fully connected water supply allows building occupants to raise the value of their properties and raise funds for new businesses from banks;
In Brazil, universal access to electricity has reduced poverty and hunger in the communities served and reduced Green House Gas emissions; and
In Tajikistan, people of low income are benefiting from an affordable energy supply that enables them to heat their homes in the depth of winter.
Pamir Energy is a joint project of the Government of Tajikistan, the Aga Khan Fund for Economic Development (AKFED), the World Bank’s private finance division, the International Finance Corporation (IFC), and the Swiss Agency for Development and Cooperation (SDC). A total cost of the project is some 26.5 million U.S. dollars, including the Tajik government’s contribution of 10 million U.S. dollars.
The project was designed as a public-private partnership between the Government of Tajikistan, the World Bank Group, and the Aga Khan Fund for Economic Development.
The company has a 25 year concession on the assets formerly under the management on Barqi Tojik (Tajik electricity supplier) in the Gorno Badakhshan Autonomous Region (GBAO). In exchange for this concession (management right), Pamir Energy has invested in completing the Pamir hydropower station, rehabilitating power generation, transmission and distribution assets, and improving the management of the company.
The Pamir Private Power Project has helped to enhance development and improve welfare in GBAO by providing reliable, affordable, and clean electricity.
