Although Tajikistan is currently stable, the health care system in the country is still poor and requires both careful planning and the correct insurance.

The Law on the Health Insurance in the Republic of Tajikistan that was adopted in 2008 determines legal, social, organizational and financial basics of mandatory and voluntary health insurance in Tajikistan, the Minister of Health and Social Protection, Nasim Olimzoda, told Asia-Plus in an interview.  

Besides, introduction of the health insurance is provided for by the National Public Health Protection Strategy of Tajikistan designed for 2010-2020 and the Livelihood Improvement Strategy of the Republic of Tajikistan for 2013-2015. 

 

Risk minimization needed

Under the amendments that were made to the Law on the Health Insurance in the Republic of Tajikistan in August 2010, introduction of health insurance should have begun in 2014 but it was postponed until 2017, and at the beginning of this year, it was postponed again, now until 2022.  

“For successful introduction of the health insurance system it is necessary to determine the procedure how the Ministry of Finance will transfer money to the Mandatory Health Insurance Fund for non-working population and how transfer of budgetary funds will be controlled,” the minster noted.

“This means that the Mandatory Health Insurance Fund should have precise mechanisms to prevent reduction in public health funding when introducing the mandatory health insurance,” said the minister, noting that gradual increase in health spending is also one of the significant conditions.  

 

What will health insurance give?

Nasim Olimzoda stressed that introduction of the health insurance system would improve quality and accessibility in the country’s health care system.  

“Besides, the introduction of the health insurance system provides for targeted and rational financing of medical and sanitary services, medicinal maintenance in the system of the mandatory health insurance, protection rights and interests of insured persons, etc,” the minister noted.   

According to him, all medical facilities, including the private clinics, will be involved in the health insurance system.
