This year’s last session of Tajikistan’s upper chamber of parliament takes place on December 25

The Chairman of the Majlisi Milli (Tajikistan’s upper chamber of parliament), Mahmadsaid Ubaidulloyev, has signed a resolution on convening the 17th session of the Majlisi Milli of the fifth convocation on December 25.   

The session will consider laws adopted by the Majlisi Namoyandagon (Tajikistan’s lower house of parliament) this year.

“Among them are amendments made to a number of laws, including the law on export and import of historical and cultural values and the law on chattel mortgage and registration of secured obligations, as well as amendments made to the country’s Penal Code and Town-Planning Code,” Navrouz Qurbonzoda, an aide to the Majlisi Milli speaker, told Asia-Plus in an interview.  

The Majlisi Milli effectuates its work in the form of a Session.  A Session of the Majlisi Milli is convoked by the Chairman of the Majlisi Milli not less than twice a year.

During the period between the sessions of the Majlisi Milli and the Majlisi Namoyandagon, when necessary, the President of the Republic of Tajikistan convokes the extraordinary sessions of them.

The laws adopted by the Majlisi Namoyandagon are submitted to the Majlisi Milli, with the exception of the Law on the State budget.

The Majlisi Milli seconds the law by a majority of votes of the total number of its members.  In the event the Majlisi Milli doesn’t second the law, it shall be considered at the Majlisi Namoyandagon repeatedly.   If the Majlisi Namoyandagon does not agree with decision of the Majlisi Milli, the law shall be considered to be adopted if Majlisi Namoyandagon by not less than two-thirds of the votes confirms the decision previously adopted by it.
