Dushanbe prosecutor’s office discontinued criminal investigation into police officers who beat Umed Hikoyatov due to lack of crime.

This was reported by the lawyer of the victim Gulchekhra Kholmatova.

«On the issue of bringing to justice the police officers who beat my client, I will appeal to higher authorities. The decision of the prosecutor's office will be appealed», – said Kholmatova.

She stated that the prosecutor’s office did not take into account the evidence of the guilt of the police.

«As soon as we receive the written decision of the city prosecutor’s office, we will file a complaint with the General Prosecutor of Tajikistan», – noted Kholmatova.

A criminal case was instituted against policemen Zubaydullo Sanginmurodzoda and Safar Dodarov under Part 3 of Art. 316 (abuse of power) of the Criminal Code of the Republic of Tajikistan.

It provides for a fine in the amount of 50 to 100 thousand somoni ($ 5-10 thousand) or imprisonment for a term of five to ten years with deprivation of the right to occupy certain positions or engage in certain activities for up to five years.

Recall that the incident took place on March 31: two police officers noticed how Umed Hikoyatov was managing a relieved due to the lack of a toilet on the bank of Dushanbinka river and for this he was taken to the Department of the Ministry of Internal Affairs and severely beaten. After that, they took him to the drug treatment department and then took him to a sobering-up station. In the sobering-up station, Hikoyatov could not get on his feet, as his scrotum was swollen from the blows, and he could no longer walk.

On the same day, Umed Hikoyatov was taken to an ambulance station with a diagnosis of “damage to the circulatory system of the penis and scrotal rupture”. According to doctors, an emergency surgery was performed, but in vain: the restoration of the testicles was already impossible. Khikoyatov says that two district police inspectors “broke his life”.
