The Committee for Architecture and Construction under the Government of Tajikistan believes that using solar photovoltaic systems in buildings and structures, alongside centralized traditional power supply, could cover 6-8% of their total electricity needs.
Costs and market readiness for solar power
On March 29 this year, the head of the Committee for Architecture and Construction, Nizom Mirzozoda, issued a new order, under which, starting on April 1, 2024, all new and renovated buildings must be equipped with solar energy systems capable of storing at least one day's worth of electricity, in addition to being connected to the central power grid.
This directive came after the country faced another round of energy limits, leading to power outages and restrictions in both rural areas and major cities, including the capital. The latest electricity rationing in Tajikistan began in late September 2023 and continued until April 2024.
What does the Green Economy Strategy say?
Adopted on September 30, 2022, the Green Economy Strategy (Strategy) highlights effective use of green energy and ensuring energy efficiency as one of its 12 priority areas. The Strategy aims to increase the country's renewable energy production capacity (solar, wind, and bioenergy) by 10% by the end of its implementation. By 2037, the share of facilities, built in accordance with green construction principles, should be 80% of the total volume of construction.
To achieve these goals in architecture and construction sector, the Strategy recommends building new structures according to modern insulation standards, utilizing bio-thermal sources, and implementing solar-powered street lighting in cities.
What does the Construction Industry Development Strategy entail?
Approved on April 27, 2022, this Strategy aims to reform the construction sector by adopting modern management methods, creating an efficient, competitive, and transparent industry capable of ensuring sustainable growth in comfort and safety. It also aims to increase the investment attractiveness of projects and implement innovative solutions.
The Strategy seeks to create conditions for using alternative and renewable energy sources to economically and ecologically support business activities and improve the energy efficiency of buildings and structures.
Will solar power systems help?
The installation of solar power systems in buildings is a step toward addressing Tajikistan's energy crisis.
The incorporation of solar energy systems in buildings, as mandated by the new order, aligns with Tajikistan's broader strategies for sustainable development and energy efficiency. While it may not completely eliminate the energy crisis, it is a significant step towards diversifying energy sources and enhancing the country's resilience to energy shortages. For successful implementation, continuous support, investment in infrastructure, and public awareness will be crucial.

The potential of solar energy in Tajikistan is reportedly quite high. The country is located between 36°40′ and 41°05′ north latitude. Meteorologists call this zone a “golden belt” of sunshine.
According to the Agency of Hydrometeorology of Tajikistan (Hydromet), the duration of sunshine in the country is 2100-3166 hours per year, and the number of sunny days per year ranges from 260 to 300. This provides great opportunities for the use of solar power as an alternative.
