A resident of a hostel in the village of Novozavidovsky (Tver oblast), where migrants live, set the building on fire and was detained by the police, RBC reports, citing the regional Department of Internal Affairs.

"One of the residents, escaping the fire, jumped out of a second-floor window and was injured.  Additionally, as a result of the fire, a room was destroyed and the hostel's corridor was damaged.  The extent of the damage caused to the owner is being determined," the police report stated.

Authorities clarified that the suspect is currently being held in a temporary detention facility.  Criminal proceedings have been instituted against him under provisions of Article 167 (2) of Russia’s Penal Code — intentional destruction or damage to property), which carries a penalty of up to five years in prison; an investigation is under way.

In a video released by the department, the man admits to setting the hostel on fire, dousing it with gasoline.  He claimed he did it because he "felt cheated out of money."

Tver News also published footage showing the man pouring something from a plastic bottle in the corridor. He then argues with others and sets the hostel on fire.

According to the publication, the incident occurred on October 20, and the hostel's residents were temporarily relocated to a local cultural center.
