A man who was beating a woman in the middle of the roadway on Roudaki Avenue in Dushanbe has been detained.  The woman was also detained, the Dushanbe Police Directorate reports.

The Dushanbe police’s press center says that as a result of an operational investigation by the officers of the police station in Dushanbe’s Shohmansour district, “individuals who violated public order were identified and detained.”

The individuals involved were identified as 29-year-old Igor Strashnikov, who had previously been convicted for theft, and the 49-year-old woman, Maysara Nourova, who was the victim of his assault.

A video of the woman being beaten appeared on Facebook on the evening of May 1, sparking a wave of negative reactions.

The video shows a man beating a woman in the city center on the roadway in front of stopped cars.  Users expressed concern that the incident took place right on the road and that the drivers passing by did not intervene or offer help to the woman.

During the investigation, police officers determined that both individuals were intoxicated and had no permanent place of residence.

"They regularly consume alcohol and lead a vagrant lifestyle," stated the message from the city police directorate.

The police noted that legal measures will be taken against those detained, though the specific actions were not disclosed.
