A Russian citizen originally from Tajikistan, Muhiddin Kholzoda, has been arrested on charges of attempted fraud involving social benefits.  The Nizhnekamsk City Court ordered his detention for two months, according to a report by Current Time.

Authorities allege that in 2022, Kholzoda fabricated employment records and falsely presented financial solvency to qualify for a government housing certificate available to low-income families.  Investigators say the documents submitted by Kholzoda contained false information, based on which he was granted a housing certificate worth more than 5 million rubles (approximately $55,000).

The case drew public attention in March 2025, when Nizhnekamsk Mayor Ramil Mullin posted on VKontakte about the certificate award.  The post, later shared by the city administration, prompted a wave of criticism and demands for a formal review in the comments.  The Investigative Committee launched an inquiry, which resulted in a criminal case.

Kholzoda’s wife, Malika Toirova, is also facing charges. Investigators accuse her of submitting a fraudulent Russian language proficiency certificate when applying for Russian citizenship.  She has been charged under Article 327, Part 5 of the Russian Criminal Code for using a knowingly forged document.

Both Kholzoda and Toirova are Russian citizens and parents to four children.

Additionally, criminal proceedings have been initiated against officials of the Nizhnekamsk district executive committee.  They are being investigated for negligence and abuse of power related to the issuance of the housing certificate.
