Tajikistan is set to become the first country in the world to implement an AI-powered agent browser specifically designed for government use. The announcement was made during AI CONF, one of Central Asia’s largest artificial intelligence conferences, held in Dushanbe on October 25.

The event saw the signing of 20 agreements and partnerships totaling over $117 million. Among the most notable was the deal between Perplexity AI and Epsilon3.ai, who partnered with Tajikistan’s Ministry of Industry and New Technologies to launch the Comet AI Browser—an advanced tool tailored for public administration.

This initiative supports Tajikistan’s national strategy for AI development and aligns with the UN General Assembly resolution on artificial intelligence, adopted in summer 2025 at the initiative of President Emomali Rahmon.

“This collaboration is laying the groundwork for a sovereign AI ecosystem in the region,” said Najima Noyoftova, co-founder of Epsilon3.ai. “By combining Perplexity’s cutting-edge technologies with our experience in building government AI systems, we are establishing a model for responsible innovation and self-sufficient digital governance in Central Asia.”

The Comet AI Browser aims to replace manual data collection and analysis with real-time, verified insights and recommendations. Government officials will be able to access automated analytics, streamline decision-making, and enhance transparency across ministries.

Comet functions as an intelligent assistant capable of understanding queries, analyzing sources, and generating actionable insights. It will support government employees in collecting data, conducting sector-specific research, and drafting regulatory documents—such as procurement reviews and economic monitoring—without human intervention.

The pilot phase began in fall 2025. A total of 140 ministry employees will be trained to use the system. If successful, the project will expand to other government bodies in Tajikistan in 2026, and later to neighboring Central Asian countries.

Comet is part of Project AI-GOV, a broader digital governance initiative that integrates:

·         ijozatnoma.tj — an AI-powered platform for automating licensing and permits;

·         SoroLLM — a Tajik large language model trained on national and open-source data;

·         Comet AI Browser — developed by Perplexity AI, providing real-time, accurate information retrieval and analysis through artificial intelligence.

Together, these components form a unified platform for responsible AI deployment in governance.

Project AI-GOV is spearheaded by epsilon3.ai, a Tajik startup specializing in artificial intelligence solutions for the public sector and national enterprises. The company is currently active in six international markets.
