CIS border troops commanders hold key meeting in Kyrgyzstan to strengthen regional security

Chaired by First Deputy Director of the FSB and Head of Russia’s Border Service, Army-General Vladimir Kulishov, the 91st session of the Council of Commanders of Border Troops (CCBT) of the Commonwealth of Independent States (CIS) took place in in the Kyrgyz city of Mans on October 30,   

Citing the CCBT press center, AKIpress says delegations from eight CIS member states—Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, and Uzbekistan—participated in the meeting. Representatives from the CIS Anti-Terrorism Center, CSTO Secretariat, SCO Regional Anti-Terrorist Structure, and the International Union of Border Service Veterans’ Organizations were also in attendance.

Notably, for the first time, plenipotentiary representatives and heads of border regions from both Kyrgyzstan and Tajikistan took part in the meeting. Their participation is seen as a sign of growing mutual interest in strengthening border security and fostering constructive multilateral cooperation.

The session opened with welcoming remarks from Kamchybek Tashiyev, Deputy Chairman of the Cabinet of Ministers and Head of Kyrgyzstan’s State Committee for National Security (GKNB), as well as from Presidential Envoy to Jalal-Abad Region Tilek Tekebayev and Major-General Yevgeny Klemez, Head of the Security Cooperation Department at the CIS Executive Committee.

Participants reviewed the current security situation along the CIS external borders and discussed additional measures to reinforce border protection. The main report was delivered by Colonel-General Alexander Manilov, Head of the CCBT Coordination Service.

Top officials from CIS border agencies also shared updates, alongside representatives of regional bodies responsible for counterterrorism and organized crime.

The Council reviewed the outcomes of its 2025 activities and outlined priorities for the coming year, including joint special operations, development of intergovernmental automated information-sharing systems, scientific research initiatives, and improved training for border personnel.

Outstanding servicemen who contributed significantly to the protection of CIS borders were officially recognized during the session.

In total, 22 decisions were adopted, all aimed at strengthening border security and deepening multilateral cooperation among CIS countries.
